Maybe it's because what she wants is to be friends with you! Some people are naturally more 'touchy-feely' than others. They communicate their feelings of friendship with each other through touch. There's an interesting book called 'The five Love Languages' that talks about touch being one of the main ways that some people communicate their love for each other. So, whether it's a hug or holding hands, sometimes people just want that touch to feel that things are alright with the world.
I also had a situation like this. I had a girl friend that I started to fall for. Heavily. We were great friends, and she was the first girl I could talk to for more than an hour straight without my terrible shyness coming in and ruining everything (speech and facial expressions that are enough to give anyone a nightmare). She also was fairly 'touchy-feely' and it was a little confusing for me when I found she didn't return my affections. Things got REALLY weird between us after I told her how I felt. I missed her friendship, and I think she felt the same way about mine. We eventually started being friends again, and the weirdness went away. I'm glad that I got my friend back. I'm sure that you would be too.
