If he gets mad that you aren't allowing him to touch you, move on to a more mature person. And especially do not jump on him if you do not want him to touch you. The old Golden Rule from school applies in real life too.Do unto others as you would have them do unto you. Treat someone with respect, and you should expect respect in return.

In response to your final question, boys do not mind it at all when the girls make the first move. The "first move" could be a kiss, a call, a wave, a wink, a smile.whatever. This also holds true for girls, as I am sure you know. There is nothing better than getting a friendly smile from someone you have an eye on.right? Your "one person" that doesn't talk much may just be a little shy. Nothing wrong with that. He could also just be waiting for the right "moment" to really talk to you. Perhaps you could provide the opening, or "right moment", for him instead and see what happens.
Finally, you are really young (your profile lists you under 18), so do not take the dating scene too seriously. And do not get too involved with anyone, as you will probably regret it later as you age. Keep your options open while you are still young.
