It's possible that Josh has strong morals and ethics, one of which is not to give in to someone who is blackmailing him. Granted, what she did was relatively harmless, the principle is still the same.
He gave you the hug because you're friends, and if he did this in front of Emily, it was to show her that she didn't need to nick his bag to get what she wanted.
As far as it meaning anything else besides that, you are the better judge of that. None of us know the full extent of the relationships involving the three of you, only you do.
