That's bullshit. If he really liked you and wanted to be in a relationship, he'd go for it. He wouldn't wanna wait around or make you wait around for him. From my experience, I once dated a guy, who just got out of a 3 year relationship. It was hard for him, to get back into one so quickly, but since he really liked me, he was willing to take that chance. Confront your guy about it and be straight up. You don't wanna play games.
I am guessing he pretty much just wants to go screw around and have you waiting around when he decides he wants a relationship. That's not a guy you want. I'd move on if I were you.
