Can it be anymore obvious?

Hints don't work with most guys, sometimes you have to be blunt!

There are a few explanations:
1= He's just not getting it, it happens a lot and I've been silly enough not 2 notice girls flirting with me, guys are slow....
2= He's playing hard 2 get, he's wants 2 be in control and likes the fact your trying 2 get his attention.
3= The least likely, he knows your flirting with him and he doesn't like you that way. He's letting you down easy by pretending he doesn't notice your advances. This is unlikely but it has happened 2 me once before.

Here's the classic problem with girls and guys. As obvious as your hints are, he's either too shy or still not sure if it's safe to make a move. Guys speak directly and girls hint around.

A face to face confrontation is a lot for anyone so my suggestion is to ask for his E-mail and let him know that you're interested and ask for an answer in return. It's to the point, gives him time to think and much less time consuming. No more guessing or hinting.
