Giving a girl your number is just plain lazy. Its trying to find a dating loophole, like since you didn't ask for hers, she can't reject you by saying no. You gotta play the game properly and if you think there's a good chance that she won't give you her number then take it back a notch and ask for her email.
Its simple and non threatening. A few messages back and forth may make her more confident in giving you her number when you do ask for it and if you turn out to be a weirdo then she can just block you and not worry about it again. Everyone is a winner ^^
I'd be afraid to call him because everyone always says that if he doesn't call you, he's not interested. My personal impulse would be to just call him, but my personal impulses usually end up getting second- and triple-guessed when it comes to liking someone.

Yeah its better when a guy asks for a girls # or the girl gives it to him cause if the does give his # to the girl he is pretty much saying "Heres my #. Make the first move please." Looking at it from the girls point of view, its up to her. She might call she might not. Based on your description if she's available she will most likely call.
I think that most girls wouldn't because they'd be afraid that they'd look to eager. Besides, I think it's a cheap move from the guy, he should have gotten her number if he really liked her.
