First of all, how long has he liked this other girl and still been dating the other one?
Without that information, two reasons come to mind. Either he's still going out with the other girl because he doesn't know how to break it off with her and is pretty much postponing the inevitable, or he might feel an escalation of commitment and doesn't want to start over with someone else. Although it sounds crude, some guys won't leave their current relationship because they're having sex with the girl on a regular basis and may be very reluctant to give that up.

Well if he liked her for a year but didn't ask her out maybe he was just shy, or intimidated. This 'other girl' should ask him how he feels towards her rather than dwell on it. They usually give me that "what an idiot" look. And then I laugh and let them know that I am aware that the line is bad, but it's worse to not meet someone that you are interested in.
