Well definitely don't have your friends ask her out for you, that is the worst way to ask someone out.but just go up to her and tell her you have strong feelings for her and that you would love if you guys started a strong relationship.
NO flowers, or romantic notes or classy dinner. At your age, that could seem pretty scary and over-the-top. Actually, at any age that would seem a little desperate. If you know her well and you're sure she likes you, then, of course, it's a different story, and you're free to do such things.
Also, if she's interested in you, just you asking her out (and having the balls to do it in person) will be cute enough.
