if I were to tell a guy he should be more aggressive I would mean I feel like I'm the one initiating all the handholding, kissing, etc and I would like to have things initiated by him sometimes. Part of initiating things like that is a quiet confirmation that you are into her. - just another possibility of what she might mean

  I was painfully shy for many years (almost over it, but not quite there yet). You're right, you don't want to take things too far too quick - but show her that you don't take yourself or the situation 100% seriously and maybe try to relax some. When you're out with her, make jokes, flirt, etc.
