Not necessarily. Don't read too heavily into gestures, especially ones that didn't happen. It's common practice to call back at least a few days after a date in order to avoid seeming desperate.
If he doesn't call in a month, then you'll probably know for sure. Otherwise, if you really like him, it couldn't hurt to call.

Not necessarily, it could mean he's just inconsiderate, busy, or clueless about women. Give him a few days at the very least. Myself, I usually call the day after.
