Hugging from behind usually means attraction. I'm not saying all the time, but especially if it's a guy doing the hugging, there is something going on there!
Honestly, it could go either way. It depends on the kind of rapport that these two people have. Usually if there is any physical touching, there is implied attraction. The question is, to what degree is this person attracted to that person. That can fluctuate, being that attraction is a dynamic process.
