I feel I am an attractive guy but you don't want to seem like a pervert when in comes down to talking to woman, say if you did or didn't know me, what wold be the most impressive way to come and talk to you?
Definitely say something like, "hey I was standing over there but I couldn't help but notice hoe beautiful your eyes, smile, shirt, etc is. " or say something like "excuse me but is your name so and so" it isn't going to be, but it would start a conversation.
Women like for guys to leave their comfort zone, to prove to themselves they were worth it for the guy to approach them. The best way to get a response is to confidently introduce yourself and strike up a conversation. That's really the hard part though. Unless you are graced with the gift of gab, you really have nothing to work with... very hard to start a conversation when you don't know the other person at all.
Eye contact is always well received. Don't inspect their bodies while you are talking to them, and smile. If you have a stone-cold scared expression on, it's very intimidating.
