Test the waters and see if he bites back. Try and hang out with him more, find out what he likes, suggest things. You can be clingy, I like it when my girl clings to me, but not ALL the time. There's a difference between clingy and too clingy. Btw, you're not weird or a stalker lol.
Start talking to him, but don't seem too clingy, just become really good friends. You never know ho he feels, and you never know until you ask. Don't just sit back, because you never know what could happen. but be yourself, and be confident. and if nothing else you can be friends, which isn't always what you want, but its better than nothing =] good luck =]
