Be the aggressor, if your guy has given you "a sign". I mean, don't be the wicked witch from the Wizard of Oz. But being there's nothing sexier to most men than a woman who will stand her ground.
There's a fine line between being a sexy confident woman and being a shrew. It's different for each girl; just as there's a fine line for men, between being a gentleman and a coward. A passive-aggressive approach usually worked well for me. I would give the guy my sweetest smile next time I saw him, and maybe flip my hair a little or tilt my head. The little things that send a clear "come hither" signal to guys. Most of the time, that's all it takes. Good luck!
There's no set rule but I have found that by not making moves, you might miss out on some opportunities.
