Well if he knows you like him already, and he hasn't acted any different, that could mean 2 things (among others).
1. He's waiting for you to tell him you like him. 2. He doesn't like you so he's not responding to what your friends said.
Either way it probably won't negatively affect the relationship. If #1 is true then you might start a happy dating relationship, if #2 is right, then he'll politely tell you he's not interested, and you can both try and go back to normal. (Keep in mind if #2 is right, that means he's been acting normal for a long while ever AFTER your friends told him you like him, so you telling him you like him probably won't make him uncomfortable or cause stress in the friendship if he just wants to remain friends. )
As for how to say it.
Since you're probably in high school, try hanging out at a movie, and when no ones around or after the movie you can just say, "would you want to be more than friends.? " you don't even have to say, "I like you! ".
I highly suggest you DO NOT tell him you like him during school. That is like the king of awkward moments, especially if other people are around to hear or watch. Try and get out of school and hang out somewhere so you can do it more freely. And, like I said, you don't even have to say the words, "I like you", you can just ask him if he wants to be boyfriend or girlfriend, or if he wants to be more than friends.
