do you mean like to talk to them or like kiss them. make the move is to either initiate conversation or grab them and show you want to kiss to get things started.

It means that if no one makes a move you will never get the chance to get someone that you really want to date. For example, I liked a guy, and I am pretty sure he liked me, but I never made a move so he went for the loud outgoing type. I am quiet, obviously, so I missed my chance and it is too late. You have to make a move before it is too late. I also think it may have been his fault as well, because if a guy doesn't make a move, I just feel retarded and I start to ignore them. Then of course they move on. Shyness *sigh :(
