Guys: what are some cute and creative ways I can flirt with him without going overboard or acting too skanky?

It depends what you are like normally and the same about him.
I'm a bit of a flirt with anyone (even guys if I'm bored enough, but only lightly!) and I use it as something to do just to pass time. It all depends on what the normal social barriers are for both of you.
For me, flirting ranges from exchanges of smiles and winks, to random long hugs (normally started by the girls) and I even have some girls who walk round arm in arm, cuddle up next to me and playful teasing! (by which I don't mean anything too intimate, just stroking legs/arms)
It's also good to get a few inside flirty jokes going with them, which make it easy to flirt with each other even if you are with a group of people.
Just start by winking at him playfully, then smiling/laughing, but don't look like you are patronizing him/suggesting you are out of his league. Work your way up the boundries (there are more than I put, but I'm sure you can work them out) and if he flirts back, you are in.
Finally, make sure you don't get into the habit of flirting with everyone (unless you want to -it is fun). If you want this guy, make sure he knows you don't flirt with everyone! Maybe drop in a few comments about how great he is, or playfully tease him then look upset and give him a hug saying something like 'aww, it's lucky I love you!'
If he flirts back and seems to be into you, but still doesn't make the move, just go for it and ask him out yourself! There is nothing wrong with the girl asking the guy out!

Well make eye contact with him. Not for 30 seconds and not staring as well, just so he notices u.
Then smile naturally, whatever you feel like. Nothing too sexual btw. In the eye contact or the smile.

i feel that you should give eye contact. every time you see him say hi and at twice out of those complements hi cloths. when you are both standing their talking and the conversation is about to end then and he is fixin to walk away then be like oh so yuo are not going to give me a hug. and we he tries to let go be like I am not finish yet and stay huging him for 5 more seconds.
