I heard there's a 5 start restaurant halfway up the Eiffel Tower in Paris

I wouldn't want to go there because it probably is a bajillion dollars, but it would probably be a great place to propose

Not sure about the seasons, summer I would suppose, since then I could hit some french beaches too.

Probably the "Niagara Falls" in the summer season or spring or the "French Alpes". I love the silence the space the fresh air. It's just you and your lady.

Would start off grabbing Ice cream somewhere, then hitting up the art museum, afterwards grab a bite to eat somewhere not fancy but fun. then if its not to far walk her home and go with the flow not forcing any thing in any direction but not straying away from any thing ether.
Afterwards..what will your date know about you?
