He is absolutely false! Sperm can travel with pre-come. There is a lot less of it, but the early withdrawal method is one of the least effective methods of birth control. Don't do it! It isn't about controlling when you ejaculate or not.

There is always Sperm in both the pre-Cum and in regular Cum. Not using a condom is an unsafe way to have sex.
