I think there are a couple of reasons. First, it feels GREAT! At least if it's done right. Also, it's a way for the guy to watch and it is a huge turn on for us to see you in action. It sounds like he may be a little selfish and only care to have his needs met and not worry about pleasing you, possibly.
It probably feels better to him, and it can be done much more easily. He may have self-esteem, or confidence issues with nakedness. More than likely its simply the first thing. Describe your ideal first date; Where do you go? What do you wear? How does the date end?
I would go to a nice restaurant that's not too fancy. A nice button down shirt, jeans, shoes, the good stuff. The date would end with me bringing her to her door and a hug, maybe a kiss.
