How can I get my ex to stop calling

My ex and I are on a kosher basis, but the fact of the matter is, he's my ex! We've been broken up for about 1 1/2 years, and over that time he was with someone (not sure if he still is), but he wasnt calling me for about a year. Lately, though, he will not stop calling/texting. At all hours! I rarely ever pick up the phone or reply to his texts, maybe twice. I don't think I'll be able to say 'stop calling me' it's too mean for anyone to hear.
I don't know what to do.
