I think you should just try to start a conversation with her. See if she's interested when you guys are talking. I'm sure you have your own natural way to flirt, so just be yourself and see how she responds.

You can bring up a latest new movie and see if she has seen it. From there you can start a conversation then do your thing. lol

You might not want to pursue the "conversation" while she's busy on the job because she might be stressed as it is, her manager could be watching, she might not feel ready for romance while in her waitress uniform with food stains on it, so on. Play that one by ear because it might work but might not.

Could always ask her when she gets off work, or if shed like a cup of coffee after work or something like that.

Well, you could leave a generous tip, and a funny note and number on the back of the receipt.

Tell her that her uniform is the reason that you keep coming back, not the food and see if she laughs. If not then go with the old tried and true move...bring in a decoy date. Break up with the decoy at dinner and she is she has any wisdom on how to console a broken heart. If you try all of your moves and she doesn't bite, just stalk her after work--ok maybe not the last one!
