How do I start a relationship with an old friend?

A few years ago when I was at college I was really close with this girl. I really liked her and she really liked me, the only thing stopping us being together was that I had a girlfriend. Since then me and the girl from college have sort of stayed in touch but we aren't as close as we were. I split up with my girlfriend after she completely ruined my life but I have still had feelings for the girl from college. I'm just wondering whether I have left it too late to do anything or completely missed my chance. If anyone could give me some advice it would really be appreciated
Update: I decided I would be honest with this girl and decided to tell her exactly how I felt. The only problem is that I think I may have completely scared her off. I just felt that I would never get anywhere if I carried on being scared and shy    4 months ago
