Guiding him a little might help. Sometimes I'd gently guide my girlfriends chin so that I could kiss her properly.
When we used to kiss and snuggle, sometimes I'd have to tell her to move in such a way so I could do something with her. So I'd just tell her where to move and why it'd be fun if she did.
