Actually it can happen. Me and my fiance have officially been together for two years. But before we were Friends with Benefits for 6 months and I decided I wanted more. I told him straight up that I was starting to develop feelings for him and that I either had to be in an actual relationship with him or I would have to break it off because I didn't want to get hurt! Next thing you know he is telling me he feels the same way and he was falling in love with me but he didn't want to say anything and risk scaring me away and losing me forever! So you just have to tell him how you feel and hope he feels the same or will at least try an actual relationship with you and see where it goes. And if it turns out that he doesn't feel the same way then that is okay. Then you have the choice to 1. Stay with him until he finds someone he wants a relationship with and get hurt in the end. Or 2. Tell him you can't do it anymore because you don't want to get hurt when he does find that special someone!

A lot of times, when a guy just wants to be friends with benefits, that's all it is. It's usually when guys are afraid of commitment but still want some ass. Don't get me wrong, he could very well be into you, but try to drop some hints and see how he reacts, that'll help.
