This ranks right up there with the old "you would if you loved me" crap. Tell him that you want to be with him but that he'll have to suck his own dick. He'll go away.
As far as your question goes, he would just be using you. No guy that likes you says "Hey, I wanna be with you but if you don't suck dick, we can't, sorry!" I mean really, kick him to the curb. There are lots of other guys who would care less, that is, if you are still meeting their needs.
