In my opinion it sounds like this is a case where an offer for an open relationship means the person asking is simply wanting to move on to someone, but at the same time doesn't want to be alone between times. So he or she offers an open relationship keeping the original partner to do stuff with and be with, then finds a new person tests the waters, if this new person proves to be a valid partner the original partner is dropped for the new one.
