Some guys do lie about that, but not all guys lie about it. And for the guys that do lie about it, they usually say a bigger number, not a smaller number.
And for ugly guys, I've seen the ugly guys who make an average living have a hard time getting a girl. But for the rich ugly guys, they usually do just fine with women.
Just like everybody else that has answered this question, most guys lie about how many people they have been with. They usually add lots more to look like they have had much more sex and are good in bed. Instead of the reality that they haven't had much sex and the sex most likely isn't that good for the ladies, I would lean toward most guys don't care if the sex is good for the ladies.
I feel that younger men lie in order to impress their friends. But as men get older, they are more honest about the amount of partners.
It is a complete pain in the butt crack for ugly/below average/average men to get a girl. Just read some of the dating questions and this will give you an idea of how man of us men have been forsaken by God. The Women's movement of the1990's has made approaching women far more difficult than ever. Age and race are minor criteria but if a man is not athletic, tall and VERY handsome, he's in for a rough life.
Beauty is in the eye of the beholder and usually we tend to put ourselves down before even others do it. If a guy is confident and has a good personality then he may have to work a bit harder than a good looking guy but in the end he can still have an active dating life. Yup - woman sometimes also try to brag about how many sex partners they have had - there was that fade for a bit a while pack for girls to get 300+ tattoos on them - as in, claiming to have had over 300 sex partners - this was to imply that they were well trained in the art of sex, and therefor more enjoyable then other girls in the bedroom/backseat/stalls/alley/bushes

For women,

As for ugly guys getting girls, I don't think it is any harder than for the average joe. Sex is a numbers game. The more people you approach the better are your odds even if the guy happens to be a relative of Quasimodo.
I don't think you should expect to get an honest answer when you ask a guy a question like this. If you're interesting in having sex with him just go get tested first! That way you'll at least know he's clean.
