Yes, and it would obviously not be masturbation. Just because there are two of the same person, and only technically because clones are just copies of people, not the people themselves, does not mean that they both share the same consciousness. They are two different people, so if they were to have sex, it would be sex. It would be incestuous homosexual sex, but it would be sex none the less.
