it means your about to climax

Another possible reason: your contracting them to make yourself feel closer to arousal. When masturbating you know what turns you on, and so you can find different ways to bring yourself to orgasm. Contracting your pelvic muscles is one way to help do so.

It means you are orgasming

If they are contracting rhythmically (i.e. you feel a bunch of contractions together) and then you feel a release of tension (i.e. a feeling like you don't want to continue anymore), its a sign of an orgasm. If when you are doing it, they are kind of contracting at random, it just means you are turned on. That's also why you have throbbing (because of blood flow) and wetness. All signs of arousal down there.

It just means everything is working just the way it should. :)
