So, my girlfriend and I have been together for a while. She gives amazing head. When she chooses to. Which is not very often. I crave it. I need it. But she refuses. And she knows exactly what she's doing in the head giving department.

That guy's wrong. It could be multiple reasons; maybe things are dull for her and she just doesn't wanna do you that kinda favor often. She could just want you to go down on her, and she'd do the same for you. Or maybe she wants you to appreciate the head, but want sex more than her giving you head. I'm not sure if I explained it clear enough, but I tried.
Now correct me if I'm wrong, but if she did it all the time, you probably wouldn't appreciate it as much. Do you return the favor? If not, maybe that's what she wants. I don't give my boyfriend head very often because it's like a "special treat" that I want him to appreciate, not expect.

Being serious, I would say she wants you to appreciate it to have the control to get what she wants in the relationship. Your love, loyalty, lust, whatever she likes from you (which is ok).
