----I'm only providing this background info so you can better get a sense of how we act together: This girl (19) and I (19) are both 'into' each other and have been sort of unofficially seeing each other I guess for the last few weeks. But we will see each other when school starts again next year. We have not talked about how we feel towards each other, and therefore I am just assuming that she likes me and I like her because we hang out all the time, hookup, stick to each other because I guess we both like each other
Question: Basically, last night we went to a party and drank a bit (fairly tipsy), came back, made out for a while, I took her shirt off so she was topless and continued to caress and kiss her neck, lips and body. Soon , I started to rub her vagina (she was wearing tight spandex booty shorts) while still kissing her. She let me do that for a few minutes after she proceeded to start sucking on my fingers and essentially trying to deep throat them so I assume she's a little rough in bed (keep in mind we haven't had oral sex or intercourse or masturbated or anything in the past). I later go down with my hand to try to take her pants off but she sort of pushes my hand away and we continue to make out and I still am making out with her for a while.
Here could be possible solutions or you may have your own ideas other than what I list below
I don't know why we didn't have sex/haven't had sex/ if we will have sex in the near future, which is what I'm trying to figure out, here are the choices I came up with :
A) because she just wasn't feeling doing anything more than our 'topless make out finger sucking session'
B) because it was pretty late at night
C)because she might have had a little too much to drink if she just doesn't want to have sex in general
I am really not sure what going on there. You said you are seeing her unofficial maybe she wanting for a relationship or maybe she sleeping with someone else. Maybe she a virgin and is nervous. Are you a virgin. I can tell from what you said you both are into each other. Talk to her and see where she stands and do it when she not drinking
She could possibly be in a relationship with someone else, or doesn't want to go that far with out actually being in a "committed" relationship. She could also have an STD or doesn't feel comfortable with you as much as she likes you.

In my opinion I think she may have just wanted to wait until she wasn't intoxicated sometimes women feel insecure and taken advantage of when they drink. So I'd say wait it out and see what happens next, seems to me that you like this girl so maybe it's worth the wait. GL!
For one thing, the alcohol may have had something to do with it. I say next time, try with both of you completely sober. If she continues to play it off then a serious chat is in need before you decide she's just messing around with you. You are not kids so you are old enough to legally do this if you want. If religion and "morals" is why she is holding back, this could be a major problem.
