I think I usually notice. I don't really mind unless the guy seems creepy or something. It's a little weird if they don't look away after you see them do it, but I think I've even gotten sort of used to that. Guys like to look, and I get it.

I think, by nature, most girls are flattered to an extent if a guy glances at them, regularly during conversation. It makes them feel good that they are being noticed. Too much noticing and the girl may get offended that you aren't paying attention to her. But yeah, most girls noticed when guys notice "them."

I always notice but I don't get mad because if I am going to have a bit of cleavage on show then who can blame them. Often my female friends take a peek too.

I know I don't notice if a guy does eye flicks down to the girls, unless I'm wearing a top that flaunts them well. Then I notice, and it's nice. Now, if it was constant staring. that would make me uncomfortable, but eye flicks are totally allowed. haha - like girls don't check out a man's finer points!
As far as bras, I was taught if you can hold a pencil under a boob, ya gotta wear a bra! So, most girls wear a bra everyday (helps with the gravity issues later). Now that doesn't mean we won't go braless in the right top, but as far as hard nips showing thru. we are not always conscience of that happening, and how on Earth could we be expected to control that? Also, little bras. some are, but wearing sexy underthings is a great boost to the ego even when you know no one's going to actually see it. Plus, we all know if a glimpse is caught, it should look enticing.

It really depends on if the girl is focused on the conversation or not.
I always see the guy looking at my breasts. And pretty much we wear one EVERY SINGLE DAY don't you feel lucky now? haha.
But the only time we don't wear one is if its a thick shirt, or if it already has padding in it, and sometimes if a dress or shirt doesn't show anything which is RARE but anyways hope this helped xox
