If he's a virgin(are you?) then he may be a lot scared about pregnancy. Assure him (Again assuming) that your on the pill & that he can even wear a condom. After that then try to lose the condom & have him pull out and finish on your chest.
I'm also guessing that he's at the low range of your age group, so he's probably just scared. I remember my first she was a virgin too but a lot more aggressive than I was. wow this is interesting. usually its the guy that wants to have the sex with the girl. well that's cool. I really think that you should at least wait until he's ready. if you presure him about it then he's just going to think that's all you want him for. if you truly love him you will respect his choice of wanting to wait. and just wait fot him. I think it really depends on how long you guys have been together too. it helps if you've been together longer. oh and if this didn't help you any, maybe you should just try and get him in the mood by watching more perverted movies!
