Why doesn't he want to have sex or is he waiting for the right time?

Ask him.

You are assuming that he has the courage to have sex. He might be terrified of not being able to perform like he thinks you might want him to. He may also have religious burdens holding him back. Regardless, you and anybody who helps you is only guessing as to why he isn't.

Who knows, while it is the most important thing to most guys its not to "all" guys. Maybe it just wants to move slow. Talk to him about it.

Chivalry is not dead. I have a very close male friend that will not have sex with a woman unless he is dating her and in a committed relationship. The way he explains it is that he knows how intimate sex can be. He says he has had his fair share of one night stands and whatnot. He is over them. He is ready to take his time with the woman and just get to know her.

Maybe he feels like you don't want to go all the way so he doesn't want to rush you . talk to him and ask him y
