It really depends upon the relationship. If you are just dating then yes. If you are not even in a relationship, then even worse. If you are married then you and your spouse are more than welcome to explore that road. Chastity or being chaste includes more than just no vaginal intercourse outside of marriage.

If you are doing it for some random person or because you think it makes you look hot, it's a bad thing. If you are doing it for someone you care about, it's perfectly fine. I don't know why anyone would look down on it. This is just another way of bringing pleasure to someone. They should be willing to return the favor though. Also, it's not anyone else's business whether or not you do this. If you are worried about someone looking down on you, just keep it to yourself.
Since people celebrate the diversity of permissiveness, why not allow the diversity to dissent or disagree?
