Maybe sixteen would be a good age. Too many young ones getting pregnant. I could see them maybe in the future doing vibrators at a younger age, but some of the kinkier stuff might be best if it happened at a later age.
It's better than actually having sex. I don't really think young girls should be having sex 90% of the time, everyone has hormones though so might as well use the one with batteries!

That is kinda odd to me, I don't mean to be mean to your sister, but is a vibrator that important that you would steal to get one? I use my hand, and always have, and most girls I talk with use their fingers, free and easy.
Age restriction? Absolutely not. I wouldn't sell them at Toys 'R' Us, but if a girl thinks she needs a sex toy, she probably does, and should probably have one.
Besides, it would save them the acrobatics with shower heads.
P.S.: When's the last time you've seen an electric massager actually used for a massage?
Few will agree with me I suspect, but I believe sex education should start the day you start school if not by parents before that time. I believe masturbation techniques should be taught and life size fully realistic models used for the purpose. I never believe it is a good idea to withhold information. Masturbation is a viable alternative to too early sex. If properly taught and the individuals made to understand it is normal and everybody does it we may well see a lot fewer unplanned early teen pregnancies. No age requirement should be applicable too those devices.
