No I don't think it would make me feel lied to. If a girl was continually trumpeting her hair or eye color and then it turned out later that it was colored contacts or dyed hair, that would be a bit weird but still wouldn't make me trust her less.
Personally I don't feel that she is lying to me if she changes her hair or eye color. It's kind of like the clothes you wear. You are accessorizing your look to compliment your body. You are improving your look without going extreme with surgery. Even then it's not lying as long as you are honest when the question comes up. If they see a blonde streak through your brown hair don't try and deny it. Also don't get mad if they can't remember you original eye color, lol!
