Like everyone else says, don't worry too much about it. There are men out there who will appreciate you for who you are.
There's really nothing you can do, except breast implants, to make your breasts bigger. If you're super skinny, gaining some weight *might* help, if you do it in a healthy way. You're under 18 so it's also possible they'll still grow some more. Do NOT take any breast-growth pills: they are dangerous and don't work anyway.
As you grow older you will realize that there are all types of guys out there who like all types of women. Meaning what one guy finds sexy another guy finds not-so sexy. My point is as long as you are happy with yourself that is what truly matters.
