As a guy with a foot fetish who finds girls' feet and toes to be very attractive, I'll answer from my perspective. Yes, I look at a girl's fingernails and toenails and find painted nails to be hot. Especially the flourescent hot pink and orange colors that are so popular, and the French style. Pretty feet and toes in flip flops with painted nails and a toe ring or two gets my attention in a hurry. What's the appeal? Whan I see cute painted toes in flip flops or open-toe heels, I not only notice how pretty they are, but I wonder how sexy they smell, and I imagine how wonderful it would be to sniff them and kiss them and suck them, even after the end of a long day when they might be rather potent. To me, the pretty colors of toenail paint look tasty like candy, and the thought of sucking painted toes is like enjoying candy, plus it being a turn-on. Most girls would find this totally gross, Yet others who aren't totally grossed out may find that they've got something special, their toes, that their guy really likes, and they think it's fun to see him turned on enjoying their toes. I'm so appreciative when a girl lets me smell her toes, and kiss them and suck them, that she gets an incredible footrub as my way of saying thanks.
Now about girls who choose not to wear toenail paint, I find their toes to be just as attractive as long as they're feminine looking and not manly. Their toes are just not decorated like the other girls' toes. But if they're cute and sexy, they are just as appealing.
Most guys are disgusted when they see a girl with painted fingernails or toenails that are chipped. To me, this can be sexy too, as it indicates that her nails are in need of some attention, and I would be happy to provide that. When there's a good opportunity, I enjoy painting a girl's nails.
Speaking of chipped toenail paint, there was a girl about 20 at a thrift store recently wearing jeans and some cute old flats. In the shoe section, she found some to try on, so she sat down on the floor and slipped her flats off her bare feet, and she had cute feet, hot and sweaty and tired looking, and green paint on her toes that was more than half chipped off, looking like a total mess. Most guys would say disgusting, but I thought her feet and toes looked really sexy, and I wouldn't have wasted a moment if I had a chance to smell her toes right then and kiss and suck them. Of course, she would have been embarassed by the smell and condition of her toes, and by the thought that some random guy could possibly enjoy them.
So yes, there are guys who pay attention and would enjoy doing more than that.

I know men care about the toe nails because a lot of them have foot fetishes.
Anywho - regardless of whether they care - keep your toes and fingers looking good even if it is just for you - some things you have to do to make you feel good about yourself (it's not always a man)
If guys think that girls that don't get their nails done don't take care of themselves, then that would explain why I'm single lol

It used to gross me out for a long time, to be honest.
Now I think it's kinda nice, perhaps because my taste has evolved to girly-girls. I think if they're unpainted, then maybe they're tomboyish or just not completely into their appearance...more down-to-earth? If they're chipped or haven't been done in a while, maybe they only do it for a big occasion...they can dress up when the occasion calls for it, but for the most part they're laid back. If they're constantly looking fresh, I think that they probably value their appearance a lot and it make them seem a little shallow...maybe high-maintainence.
That's all from a look though, I'd have to talk to them to find out more :) But in terms of color or style, it's irrelevant.
Yes I pay attention and look almost first to hands and feet, well always hands. I love nails on a woman, pref medium to longer length and a nice paint. To me it says a lot about a woman and that she wants to take care of herself. And it feels good when she uses her nails on me too!
