It could be unintended if his hand brushed by or something but for him to plop his hand on top of your thigh and just leave it there, it's pretty clear that he wants to be more than friends.
OMG that happpened to me! And at the time I really liked him. His girlfriend was sitting right next to him and he still did it! He even left his arm around me and nothis gf! :P Later in life he did it again and used my chapstick and held my hand...the even later in life we went out...it didn't go very smooth.
