You can change the dialogue to suit it for your personality... Next time you can recall something he said this time. With this starter you know two things: if he is in college or high school and if he is somehow interested in having a convo with you and more! But you have to approach the convo with a lot of security and self-confidence and smile a lot, if you act kind of shy he could take you for granted and that would not be nice, especially because you are starting to have a crush on him but you don't know yet if he is a jerk ( potential ones could think you are all over their feet if you don't act with confidence). Try to don't crush too much yet , instead try to know him better asking these not that personal questions so he can trust you and if he responds well you can know each other better :) Good luuuuck

I think you should say hello then introduce yourself. Start a conversation by tell him that you see him downstairs quite often then ask him how long he's living here for. If it goes well, ask where he comes from etc. then possibility, his work life. Ask if he's go to a college and wait for his response, then try and build up on something about it, like is he enjoying his work life etc.
So just ask basic and simple questions.
Any relation or conversation can be started with just a simple smile. Observe him coming home and going out and select time and place to send him a smile. If he respond - just tell him that You have watched him coming and going many times, but it has never happened to talk to you, by the way what are you doing? - I hope this will open a window to look inside him and start the relationship.
