Having sex with a women can create strong emotions and much harder on the mental psych to get out if you may need to (just saying). Desperate men will stop at nothing, a man thats not may think twice and be happy with just oral.
oh lastly, men dont always always use women for sex. Sometimes we get sex from one girl but love and affection from another. It rlly depends. He could just be sweet and want to go slow. But to me if your ready, I just dont see how he's not ready. Red flag number 2
It's a cultural thing in some communities. The sex ed I had in school was very anti-sex. They made it seem like a terrible, immoral thing to have sex before marriage and rely on contraception. A lot of people probably take that to heart. They could also just be extra worried about getting a girl pregnant. That's just how he rolls. You definitely shouldn't take it personally or try to make him change his mind.
I think you're over thinking this. If he wanted to use you, he'd be having sex with you.
He's affectionate in public-- which is a good sign, it means he wants to be seen with you, he wants to show you off. He wants to see you everyday! That's great.
It's early, sweetheart, only a couple of weeks. Give it time. Also be prepared for the fact that sometimes people want to wait until a serious commitment before they have sex.
