I would much rather be with another 23 year old but now my friends got me thinking... like even as young as 14 can be ok. I will never go that young ever but due to extremes that I hear people talking about, I want your take. Thanks.

The rule of thumb is half your age plus 7.
For you, that's 18 as being the lowest age you should probably go. Any lower, and it's going to be a lot more tricky to have a successful relationship because you won't have as much in common. If she's 16, they'll have trouble driving, or borrowing the car, or she'll be dealing with high school garbage, where you'll have college classes, and or be working. It's a different stage in life. I think that 17 is the youngest, and if you go any younger than that, it can get really creepy really quickly. I don't know, but I'd almost suspect your friends are trying to prank you by saying anything like 14. That's not normal, at least for a modern, westernized society.
For me, I COULD date 18, but I'd feel really weird about it, probably. The rule of thumb makes the girl I should date 24 years old at the youngest, which I think is fine. This is great because they're usually out of college, and we tend to have more in common.1
