  • Well the fact he used the word "in" could mean in 15 to 20 minutes.

    However

    "15:20" written like that is a time. It is 24 hour time and it is 3:20pm.

    Here is how to work out 24 hour time, incase you need to in the future.
    With 24 hour time the hours from 1am to 12pm (midday) go like 1am, 2am, 3am till your reach midday which is 12pm then after midday instead of going back to 1am which is what 12 hour time does 24 hour time then goes 13:00 which is the same as 1pm, 14:00 which is the same as 2 etc etc. You just keep counting from 12. When you reach midnight it is known as 0:00 (because it is the next day) or the 24th hour of the day. Hope this kind of helps.
