Depends if this was a business deal or personal one.
If it's a business where the girl was selling photos as a product/service, then contract law applies and therefore the guy can sue her.
However if this was a private thing, whereby the guy offers the girl money for photos that she's not selling or intends to give as a service, then no enforcements can be applied.0
