Sometimes guys are too scared to actually ask you out on a date so they ask you to "hang out" and it's quite difficult to tell if it's a date or not!

First of all just because you mom hasn't gone on a real date doesn't mean you can hang out with a guy.
A date is when some guy takes YOU out. He wants to go out with you because he like like you more than just a friend. Most likely it will be dinner. He will pay for the food and will take care of escorting you. He will like to know you better at that date and after its all over he would like to know if you like him back. And then comes a kiss ( in rare cases there won't be one.most likely be because the other person won't like it. ).
You wanna make sure it's not a date? Pay for yourself, don't talk about your personal life unless you feel like it, and just have fun in the environment your in maybe even without him, (remember it's not a date you don't have to be stuck at his side) these things will deter a guy from thinking it was a date if you don't want it to be.
EX: I wouldn't pay for a guy friend so why would it be different with a friend girl.
I seriously don't get why it's so hard to say "can I take you out on a date" it would make things so much easier.
okay, I would like more detailed answers to this question. I think your mum could be right asking you to hang out because maybe he thinks you have him in the "friend zone" maybe your mum and friends think he likes you which normally ends up the case

it's a date if you say it is. otherwise it's just hanging out
In my mind the difference between hangout and date would be just simply whether you two are in a relationship or just close friends
