My boyfriend doesn't know how to kiss when he tried once to kiss my neck I felt nothing also he has an overbite and I don't know if thAT would effect his kiss at all..

An overbite wouldn't affect his kiss. Maybe he knows this about himself. He could just be anxious. Try to make him feel more comfortable and take his time. And if he really does need some pointers, give them to him. There's no need for either of you to be embarrassed, you are his girlfriend after all.
