Why don't these streaming show services just put the episodes on right when they are finished?

Netflix has better shows overall, but because I got the fire phone I have free Amazon Prime for a year so I have their streaming service. There is a pretty good show they have called 'The Man in the High Castle' but only the pilot is available and they showed episode 2 to Comic-Con people in July... so they get to see it? but their paying customers have to wait until November? That's totally unfair!

Similarly Netflix put all of Season 3 of House of Cards on early then realized it soon and pulled them off. What's the difference? It's subscribers watching, so your ratings don't really mean anything.
