Okay not appropriate can mean several things:
1. They're worried that you'll get some creeps attention and he'll date rape you or something. Parents tend to watch a lot of SVU, so they're just being protective because they love you. Still up to you, but i don't know in the whole big scheme of things how important is wearing shorts?
2. It's a professional thing. You're 18, official adult... Shorts aren't kind of take me seriously clothing items, and they want you to be well respected by teachers and get as many opportunities as possible to improve your career prospects.
3. You're going to college, you're no longer a kid, and this is like the first step their baby is taking out the door. They just want you to stay their baby forever. In this case, it's best to show them what a great adult you've become. Tell them you love them, that you'll be careful, but they raised a smart girl who can look after herself no matter what she's wearing. Hugs, parents love hugs.
4. Wear what you want to wear, as long as you feel comfortable that's what's most important, but be kind to your parents cause they only say stuff like that cause they love you.

You're 18!!! If you're in the US you're an emancipated adult! The only headway they could have over you is if you're still living in their house and they are the ones paying your loans in the end. If not they could go off somewhere. Seriously. BUT if you live with them and they pay for you they basically own you. If you live with them and they DON'T pay for your college stuff-just get an apartment of you're own (that's signed in you're name)-then they can't do squat! And a perk of having an apartment in your name? If you tell them you don't want them there and they refuse to leave-you can call the police on them! Sounds extreme but there are a ton of parents out there that feel entitled to owning their children their entire lives. If you have parents that are like that you'll have to give them some tough love or they'll never let you live. I've had several friends that dealt with crap like this that that's what they ended up having to do! Good luck, hope things turn around for you!
They probably won't allow it now while you're in college, because of the whole idea that girls become very promiscuous in their college years. But to answer your question, yes it is 100% fair. Yes, you are of legal age, but your still living under their roof, therefore, you must obey they're rules because they have every right to kick you out now that you're 18. If you want to do what you want, move the fuck out. It's funny how people think that "yeah, once I'm 18 I can do whatever I want!" when in fact, they turn 18 and are complaining that their parents won't let them do this or that. They're still your parents and your living in their house that they pay for, and they have authority over what you do. Start paying rent, then maybe they'll change their mind. I moved out on my 18th birthday. You are a big girl now. Start acting like one by respecting your parents wishes or getting the hell out of their house.
I don't agree with your parents. There's nothing wrong with wearing shorts in hot weather. It actually makes a lot of sense. I assume you're not gonna be wearing Daisy Dukes that show your ass. Your folks are worried that their little girl is going off to college. I get that. But they need to know that that campus is gonna be crawling with students wearing shorts (both guys and girls) at the start of the semester when it's hot summer weather.
You would think it would be reversed. You're an adult now, so you can wear what you want.
I'll bet they know exactly what happens in college when it comes to sex, so they're trying to ensure you don't act "slutty" and attract that kind of attention.
You should, however, tell them that you are an adult and you can wear what you wish to wear.

I think that, that is the most ridiculous thing I've ever heard of. If there is somewhere they wouldn't let you wear shorts is a church or in high school but not college. You're an adult now and you should be able to wear what ever you desire in my opinion.
Sure, they let you wear shorts in high school, but that's only because you had less of a chance getting raped there.
And why exactly do you care what your parents don't want you to wear? Just wear what you want, it's your body.
It's fair if they're financially supporting you through college. A lot of different parenting types out there. Just wear dresses.
You can always wear shorts underneath another pants and change when you get outside.
It has nothing to do with being fair. As long as you live with them, they get to make the rules. Otherwise grow up and move out.
